Default MS Outlook 2003 & IE 6 hangs

I notice that MS Outlook 2003 SP3 just hangs when there’s a Network Failure and it fails to connect to the server.
I would have though that it would give an error that server is unreachable rather than get into ‘Not Responding’ state.
Mine is configured for MS Exchange Server setup.

Similarly IE 6 window hangs in between when its loading the pages.

Is anyone facing similar observation?

please elaborate the problem a little bit more and also mention what have you tried already.
Like by network failure, is it like you are disconnected from internet and then you try to connect again.

1st suggestion
upgrade to IE8

MS Outlook
I Click on Send/Receive
Outlook says Trying to Connect………(in case of link issue)
Not responding and hangs (I would expect it to respond saying server connection failed or something like than rather than going into ‘Not Responding’)

IE
I click on a link
Now the IE Window is reduced to the Taskbar button (This happens at random)
I click on the taskbar IE button and it does nothing. Window is not displayed on screen.
I need to start a new instance of IE and try again.
