Some application is using it. EVerytime you delete it, it will appear after sometime/next boot. Find out which application is using it and from there close it. You have to discover this from your own

Also run an Anti-Spyware test: http://www.superantispyware.com/download.html

Also are you using TATA Indicom Internet service?

Also you can forcely delete the file:

1. Use DOS (CMD) to delete it

Since your question is "What is it?"

Seems like some program is creating a log file every time it is opened. Maybe it is your modem software.

since when this file started appearing...i mean after which of ur activity?

did u install anything on desktop?

or did u specify any software's output/destination folder as desktop?

check for these...

else try deleting it from safemode... or linux..if installed

Hi guys,
I have been using Tata Indicom Plug-to-Surf to use internet-connection for last few weeks. But since last night i am facing the following problem:
  1. It is getting disconnected within 1-2 minutes of every time i connect.
  2. A note pad file name "Device" has been created on my desktop.
  3. This file contains the following error msg:
CreateFile FAIL : ModemPort=\\.\SIT_1x_usbmodem ERR:32 ERRMSG:The process cannot access the file because it is being used by another process.
Please help. my knowledge about computer and related technologies is really less. So i would be really grateful if one of kindly give me some instruction as to how to fix this problem.
thanks!!

^^ Seems like a conflict between two devices/files. Uninstall the software and then reinstall it again. This might solve ur problem.
