If the Start Windows Restart when Windows starts check box is checked Windows Restart will start automatically every time Windows is started. - Actual excerpt from a windows program help file
You can try one of the tips:
Try to Boot up with the WinXP cd into Recovery Console and see if you can access the C:\Windows directory (or any other directory you know on that HDD).
You can also try Live OS CD like Knoppix or Ubuntu Live that has support for NTFS filesystem and using that to access the HDD directly. That will tell you if you have a problem with your HDD or not.
Also check Your HDD power supply. Remove all the connector and after cleaning your case, wires and cabinate. After cleaning try to boot.
The problem is with the hard disk connection.
remove the SATA cable and put it back in. Also check its connection on the motherboard. Also do not forget to check whether the Power supply cord is connected neatly. I think this should solve the problem.
