Restrict users in pc

How can i restrict users in my pc.What i wana do is other accounts in my pc should not be able to have access to certain progarams and folders and drives that i decide.Also there should be no acces to internet.How can i do that

nope my c drive is fat32 rest is ntfs

For FAT32, theres hardly anything you can do except encrypt the data manually.

All data stored in FAT partition is available to all user of computer. You can use some folder lock softwares.

better convert ur drive to ntfs by convert command in xp
then using gpedit provide a proxy url heading to no where only for users that u want not to access the net, and apply restrictions that they cannot change the proxy settings.
