Static IP Required

Hi,
I am about to setup a video servillence system at my dad's office. The guy who will setup told me that it is possible to remotely monitor my office through internet. The only requirement is a static IP.

I am using Home 250 plan. I enquired at the BSNL office where i was told that static ip are assigned to Business plans above Rs. 3000 per month. I do not want to spend so much.

So i want a Static IP. I want to know, from where can i get Static IP. Is there any service provider who will only provide me with Static IP. Are there any subsription plans for Static IP?
