Some SEO Query ?

Hi,
My friend has a Shopping site for few product
He has some 10-15 keyword for that he want to be on top 5

i.e. when someone searches in search engine using any of that keyword his site should come on top 5

He has all the keyword in meta tags of his site but that is not working

Is it possible for him to be on top 5, ?
If yes than to whoom should he contact and what will be the cost for this ?

Depends upon competition, it may cost Rs 5000 to Rs 10,000 per month (for apprx 6 months) to get listed in first page of google. You need to hire some SEO service.

actually i am too a web designer, and i have myself helped him in building the site
their is no prob if it took 10k for 6months
but their is a little prob if I tell him to go to any other web service provide or SEO service
is their any other solution
if yes than Please let me know
