Default Here is the solution

Check the telephone connection wire their should be no joints not even the single in the wire from poll to the phone set in the house. Then Start your PC, go to the control panel / Phone and Modem Options / Right Click the appropriate modem to see his properties / then click on modem tab / below this you will see the " maximum port speed " their select the speed of " 115200 " then apply the settings. Restart your computer and now you are ready to go!!!

i too used to get the same thing .
then i lodged a complaing with the bsnl office( mtnl will also do). the very next day they came(which was really suprising ) and did some minute repairing to the line.
my speeds improved a bit- but the drastic improvement came when i used onspeed-Man it seriously ROCKS! a webpage that used to take say around 15 seconds to load -took hardly 10 seconds-A 50% BOOST STRAIGHT

EVEN ARTERA TURBO WORKS

So much spelling mistakes?

Ok, anyway it's "normal" to be connected at around 45k.I think anything below 45k only, there should be a problem with the phone line....

There are some softwares to improve the dial up speeds, like Onspeed etc.

do onspeed and all help for downloading? bcoz i need to download a 855mb god damn file and even a few bytes/second will make hours of difference.

^^hopefully i have minimised spelling mistakes^^
reminds me of an old joke;
a company send a newsletter to all their patrons containing the words" weather or not would you like to subscribe". they got a correcting reply from many people saying "weather denotes the conditions of the atmosphere and while whether is used to offer choices".
the company promptly sent a thank you letter saying" thank ewe for pointing out the mistake"
