COntrol Panel Shortcuts Error Access to the Specified Devic

I'm running Windows 98 and whenever I try to access
anything in the control panel, I get an error message
stating "Access to the Specified Device, Path, or File Is
Denied". Anyone ever experienced this and how do I fix it?
I've tried rebooting in "Safe" Mode, but still experience
the same problem.

Try this. Go to Start> Run and type sfc and press ENTER. Then click "Start". Restore any missing/corrupt files that SFC may find. For this, you may need the Win98 CD or SetUp files.
