XCuse me ..
In W2k / XP its equivalent is
Net User username password ...

You can get help by typing

Net /?
on Cmd.exe ..

It doesnt require NT Option pack ..

He gave a command to add users to Winxp/ Nt system .. The command was an old one ... NT4 Reskit one ....XP doesnt support it .. So I gave the W2k XP equivalent ...
