Need to upgrade/buy new PC for under 15k

My friend is planning to upgrade/buy a new PC. His budget is between 10k-15k. PC would be mainly used for browsing and regular stuff. He is not much into gaming etc. So what configuration should we look for? I had suggested Core2Duo processor to him but he says he doesn't want to invest much. Please pour in your suggestions! I think he is mostly looking for going a new PC rather than upgrading it coz he wants a LCD monitor too. So I guess that would be like buying a new PC rather than upgrading the existing one. Right now he has Celeron Processor and his current PC gives him some problems. Waiting for your responses!

well as you see, suggestions are not pouring in. coz there are already too many threads with similar purpose.

Another reason: LCD monitor with PC below 15k, guess its not possible. a 15 incher would cost around 6k, that leaves 9 for the PC, too less.

Yes I know that there are lot of threads similar to the one that I have started. But I thought somebody would give some suggestions since prices may change frequently.

I just saw this ad a couple days back for an eSys Wizard PC.

It had 300GB HDD, and 2GB ram for something like 9 to 10 k, but excluding the monitor and Windows.

i think your friend should go for that.
