newbie needs help!!! help me choose...

I need some help choosing parts for a complete upgrade. my budget is somewhere around Rs 30,000. Within this i need the following:-

(I) 1. Processor
2. Motherboard
3. SMPS
4. RAM

And maybe a cabinet too.

(II) If suppose i go for the Intel Q9300 and Asus P5ND Sli, what should be the wattage of my SMPS, supposing i have 2 8800 (or 9800 for that matter) gtx on sli? And what if i have just one intead of two?

(III) Which graphic card would you suggest? How much better is 9800 to 8800. Or should one wait for Dx 10.1 cards?
