you mean size of the picture? you can do it in the easiest softwares like MS paint to better ones like photoshop.
In ms paint, just click on the edge and resize to what you require then go to file -> save as and choose a different name/path.
In photoshop go to Image -> Image size and then choose the required size and then file -> save as again.
