1. You will need to extract each frame of the animation.
2. Reduce quality of each frame.
3. Compile a new animation.
4. Repeat steps 1-3 until you get an animation smaller than 15.6 KB in size.

IMO, it is not possible to reduce its size to under 15.6 KB without DISAPPOINTING quality.

Use Imageready. Delete some inbetween frames. and reduce the dimension.

ya ..... Imageready is the best & easy 2 use ...... delete those frames which u dont need & speed up or down as u want .....
