help plz

whenever I try to run command.com, it starts the prompt but gives the message "command prompt has been disabled by the administrator"
But I am the administrator.. how is this possible how do I turn it back on?

I got windows xp btw..

Go to Start> Run and type gpedit.msc and press ENTER.
Navigate to User Configuration> Administrative Templates> System.
Here double-click the Prevent access to the command prompt and set the policy to Not Configured.
