what could be the problem. adding the cdrom driver line to the config.sys did not help

Reinstall 98 again over your PC. This will help correcting missing dlls and drivers.

Go to Start> Run and type sfc and press ENTER.
Here click Settings and select the option "Check for deleted files". Then click OK and the clikc Start to scan the system. You may need the Win98 SetUp files/CD to restore any corrupt system files.
Also, update the Adaptec ASPI layer.

Check the connections to the cdrom and then also your problem is not resolved goto Run and type sfc.exe and then try it. If that also does not solve your problems then reinstall Windows 98
