I think that the lines above are enough for mys question so lets repeat dem
Is Paypal a bank or what(Financial service provider)  ??

Paypal is not a bank...
its a middle man between you and a shop or a person which or whom needs to accept money from u...
Here paypal comes to picture... how do u pay ?? Shop / person doesnt want to provide u their bank details neither you want to provide credit card info to a unknown..
So, you provide money to paypal, which pays the person or the shop
as simple as that

Huh ??
Paypal is paypal in any language... its just a term which same in any language... Hindi or eng / or any other, its same... Paypal...
It has it's own Trademark and its a registrated name...
