Default Unable to click Start Button and Task bar

Every time I start my computer I get a message window as under:

Windows Explorer has encountered a problem and needs to close. We are sorry for the inconvenience. I again and again pop ups after closing it. As such I am unable to work. Also my Start Button and Task bar always showing dumb bell. So unable to click Start Button and Task Bar. I have to shut down my computer by Ctrl+Alt+Del. Any suggestions/Help. (PS.: I do not want to reformat my windows as I do not have CD of my MoBo and Every time after reformating I have to install drivers manually and I do not have driver of my sound card. )

a_tif: Sorry, It couldn't work. I got message "windows cannot find 'sfc/scannow'. Make sure you typed the name correcty, and then try again. To search for a file, click the Start button, and then click Search.
