cd not playing in pc

recently i bought some pre-recorded video cds , i find i can play them on cd player but not on the pc, --is there any way to add something to pc to make them play?
also some time back in the digit issue there was referance of a utility to find out what codec is required to play a cd or dvd . can any one remember that ?-ppm

the cd was of marathi drama and i tried windows media player , winamp, vlc=ppm

Another reason can be:

That CD may be having scratches ...VCD player are able to play scratches CD....... but our computer ROM fail sometimes.

ok.... are you able to explore the CD... or after inserting the CD, is the drive icon displaying empty.....
