For the TV TUNER CARD => Go for any Pinnacle TV TUNER CARD as they are the best !!!
And as for the Web Cams => Go and search it on WWW.Bazee.com you will find more then 100 Web Cams to choose from !!!

Well as for TV tuner cards, u can get a budget card from Intex/FrontTech for about 1500 Rs but they are really not good enough

Well since u want a cheap but descent solution

Pinnacle cards are a bit on he higher side with the PCTV STEREO costing abt 2300 Rs and the PRO version which has FM is still higher

for for the pixelview card like Play TV pro which may cost u about 1800 Rs and has good quality and FM too

i have this card working very well still even after 3 years

You can go for D-Link WebCams and Pinnacle TV Tuner Cards. Mercury TV Tuner Card offers good value for money.
