oracle 9i installation problem

hello every one
i have installed oracle9i enterprise edition to make that system as server.
then i installed different way for "clientversion " in another system .
but problem is when i opened it giving the password user name"scott" and password "tiger " it shows error.

can anyone indicate the steps to installed oracle9i for both server and client?

Use Username as "system" and password which u entered while installation.

Scott - tiger is NOT a DBA. So, it can't do ALL works...

it does not start it.
it shows the error

error:
ora-12540:TNS :internal limit restriction exceeded


do u have any idea how to install server and client ?
if yes then just hint the step please.

I've not come across this error. I can't help u in this issue.
