Default what to do with an ip adress?

hallo guys
i hav a doubt
suppose i got the ip adress of another person who is using net...
is there any way to acces his resources using it??

if this is a foolish qns

No.

If he is using a ADSL router, then he is pretty much secure. (Unless he has opened up ports in the Router)

You can only exploit it. But its not that easy.

first of all ...I was not asking the way to access the access the resource......

The thing is once I was chatting, I got a weird chat mate....he was saying he is a haceker and he will hack my system.

He got my ip address and he told me he is gonna hack my system.....

I also thought how it is possible as i was having a dynamic IP and if i just restart the modem what he can do with the IP.

Thats why I asked this....just to confirm.
