Simple steps 
- Get a good domain (the hardest step)
- Get some free hosting
- Install the right free software, e.g. WordPress, Joomla, phpBB, etc.
Cost = Rs. 300 to 700 per year for the domain name depending on which domain name you choose and from where you buy. Rest all free.
Be careful about the person from whom you buy the domain name. Be ready to pay a little extra, but buy from a trusted person.

^^^ I agree always go for reliable hosting, or reliable domain provider. Do check that domain is registered in your name and a control panel is provided to you to manage the domain

@the OP
It is _very_ important that you buy your domain / hosting from someone you know / trust or either from a reputed company. I've had clients come to me from companies willing to move to our hosting becuase the previous company would not answer their emails / calls and did not give them control of the domain.
Trust me, CHEAP is not always GOOD.
Just my 0.02
