Can't access hidden files!

Even if i select VIEW HIDDEN FILES under view tab of FOLDER OPTIONS, after applying and pressing ok. i cant see the hidden files and folders. and when i see the folder options again the option will be returned back to HIDE FILES radio button. i've tried my best. help me please.
Using XP SP2 and .Net Framework 2
