I think u hvnt patched uxtheme.dll file to use 3rd party themes.
Download the UXTheme Patcher from following thread and run it:

List of Some Useful System Utilities!

also I observed that If u r using Windows XP 180 Days trial (though no one is going to use it any more), it doesn't allow any theme like Crystal XP

^^ Each and every version of Windows XP doesnt allow 3rd party themes. U hv to patch "uxtheme.dll" file to use them.
