Uh... it is called the Menu Bar and you need a separate utility for having a Mac style menu bar at the top of your screen. I once used it on Windows XP (and even posted a screenshot in a desktop screenshots thread) but I don't remember the name of the utility. I found it on the AquaSoft forums though.
WindowBlinds themes will not give you a menu bar. The best they can do is make the taskbar loosely resemble the menu bar. And moving the taskbar to the top of the screen doesn't help much either, because you still won't have the menus on it, Mac style.
I'll try searching for that utility for you. (It was from Stardock only, I think...)
