Well this is what i feel i am not sure on this.

I am assuming you are using Windows Xp or 2000

Firstly is this your own PC or office PC because in a Office PC
normal users accounts are there , they dont have the rights to
install/uninstall a new software only the OS Admin can do it.

Are you logged in Windows XP as root user or Administrator
When you are trying to install any new software.

Because a normal user cannot install softwares on WinXp unless
he is logged in as Administrator.

When User Account settings are done the normal user login or guest login
in WinXP has no rights to install or uninstall anything from the system.

If you log in as Administrator and give it a try you might be able to
install softwares

Just give it a try and let me know if it has worked.

run System File Checker (sfc) once, do this:-
Go to Start>Run and type sfc and press Enter.
Then click Settings, There u Select/Check the option, "Check for Deleted Files" and click Ok.
After this, clicl "Scan for altered files" in the main window and click "Start".
This will scan ur system for any corrupt system files and prompts u to restore it from Win98 Setup CD or Win98 Setup Backup in ur Harddisk.

do u have recent Digit CDs? if u have them, please copy HijackThis from them, and post the log file....

Also, do an AntiVirus scan...

That wasnt the problem..

The exact problem was that in the firewall setting it was enabled to bloack all incoming traffic which resulted in the error.

Now its working fine.

Tks dude
