E-Bikes in India??

see this e-bike has the speed of 45-50 Kmph .wow..my question is why we dont have e-bikes available in india of such gr8 speeds ..why e-bikes of india are only restricted to 25 kmph max .... one more question ..when i mailed them abt the cost of that bike they replied that it ll cost me around 320 USD. ie around 17000 INR.... its cool if we get such bike @ 17K ... now question is cant we import it to india for personal use? ..what r the legal issues ... Experts please shoot ur views...

i guess the import duties on cars n bikes are too prohibitive....btw, the Yo-bikes available here got a max speed of 40km/hr.
