Default Can i still use ftp and p2p?

In our insti
Our servers have not blocked anything. The servers use local ip addresses and do not do nat.
this means that it is not possible for anyone outside the insti to connect to arbitrary to computers inside like mine.
only designated 'server' machines on campus are visible
to the outside world.
part of the reason for this is to protect the common
campus user from the outside world.
unfortunately, this also means that most of the p2p setups will not work to send stuff out from campus while some can be made to work to get stuff from outside to campus.
to repeat, the question of ports does not arise since we do not
do nat and all campus user ip addresses are invisible to the outside
world.
Is there some genius who can think of a way so that a person from outside can connect to my computer?
I have already read alibi's method for making p2p work, but want to setup an ftp server

I'm a bit confused here since you say that you have private address & still insist that your insti has not applied NAT.Can all the pc's access the internet?
If yes then how ? Seems that I'm missing something here.

Its like this that each individual isnt given a direct IP
There are about 40 proxies(maybe) and many comps(cant even count them)
A group of comps will be attached to one proxy like A,B,C etc to Proxy1
These comps will comunicate with the proxy and the proxy will communicate with the outside world.
So if these comps check their IP on the web it will appear same and the proxy can only differentiate between the comps by the internal/private IP's

Well thats what we do
But the problem is that we communicate with the server(the proxy) and the proxy in turn communicates with the outside world-the net.
So any communication you want with me is through the server.
Now you will be having the servers IP when communicating with me,but that same IP will be with many other computers also.
And in this crazy way we are hidden from the outside world

Which P2P software are you trying to use? Most Windoze ftp servers have an option for using a 'proxy server'. Just configure that
