Tell us here, what type of editing

I use Premiere Pro 1.5 for all my video editing, I m doing Diploma in Animation & Multimedia from Arena Multimedia,

My PC is

P4 3.06 GHz HT
Intel 865 GBF motherboard
512 MB DDR400, in dual channel
Gigabyte FX5900XT

Typically it takes me 18 mins to encode a 60 Mins video cd again to Mpg, just an example, & about 3 hrs for a compleate DVD to DivX rip with slowest & highest quality mode at 2 MBps bitrate

My system takes around 1.5 hours for a complete 4-5 GB DVD to DivX rip.I use Vidomi with DivX3.11 alpha codec.

I would recommend you to go for a high end P4 based system or even a A64 based system.

A64 memory bandwidth will be usefull.
