It is absolutely safe to perform "Disk Defragmentation" and "Scan disk" in "Safe mode". Are you able to do these in normal mode under same log-in?

Some mice need drivers to be installed, even in WinXP. The driver might have been disabled in the Safe Mode. I had a Logitech mouse that required a driver installation, from the given CD. Make sure it isnt so.
