Default why 100%

in java or VB.NET
with OS as in Win XP/Win 2000

whenever i start a thread in an application which runs throughout the life of the application like ..... if i want to display the current date and time in the status bar .....

i write the necessary code to start the thread for the display of date n time .....

when i press Ctrl+Alt+Del i get the Windows Task Manager
on clicking the performance tab i see that the CPU Usage is shown as 100% ..... why is this so???

though all other programs run smoothly n concurrently with the datetime thread .....
i wud like to know how to get the bar lower ..... IS IT POSSIBLE ?
