Problem with 3DS MAX 7

i have 3DS MAX 7 installed and some days back it used to work fine but from the past 3 days whenever i try to start it , it gives and eroor as follows :

DLL <I:\3dsmax7\plugins\rct_utility.dlu> failed ti initialize.
Error Code: -1073741682 - (null)

I have AMD 2400+ 2.9 Ghz,256 MB DDR,32 MB Video RAM and Direct X 9c installed. I think that this file rct_utility.dlu is a part of REACTOR and this issue is related to direct x but as stated above i have the latest direct x installed. What might be the problem?

Run dxdiag once to check if everything'a allright..
Go to Start>Run and type dxdiag.Perform all tests.
Also increase the Virtual Memory Paging File size.
