Offcourse they DVD burner can burn a CD nodoubt..

But for DUAL LAYER DVD you have to check the specs of DVD BURNER

most of the current days DVD writers support dual layer burning...only some old writers such as a few models from HP,Samsung and LG didn't support dual-layer burning.

So checkout the technical specifications before buying one.

All the new dvd burners support double layer writing. U should get a dvd writer supporting the following formats for around 2000 bucks.
1. CD-R
2. CD-RW
3. DVD-R
4. DVD+R
5. DVD-RW
6. DVD+RW
7. DVD-RAM

and most new dvd writers also write dual layer dvds...

I just missed the dual layer thing (DVD+R dual layer)
Just visit wikipedia at http://en.wikipedia.org/wiki/DVD to read more about various types. It would be difficult to explain the format wars here.

every dvd-writer can burn a cd.
it can burn a dual layer dvd if its specifications say so (a super multi dvd drive is good and can burn a lot of formats)
