Angry Low file transfer rate

I have 56Kbps Modem connection.But whenever I connect to the net,message appeares"aaa"(name of ISP)"is now connected at 52Kbps"
While downloading a file transfer rate is initiaLLY 20Kbps and gradually drops to about 3Kbps.I'm frustated .Why this happens? What is the solution??

its normal. depending on ur line conditions the speeds may vary. if u can connect to ur isp @ 52kbps. its quite good. very well for that matter. the sustained speed is a bit low. ideally u should get about 7-8kBps (56kbps/8bits) practically atleast 5kBps. check for line disturabances.
