Default urgent help needed

hi friends,
yesterday on my taskbar a popup window appears that security alert!your pc infected by virus.then when i want to close that icon it is not possible&on internet explorer also a protectionbar added automatic&in control pannel the folder option icon not appears.also i am not able to go regedit.it says
registry editing is dissabled by your adminstrator.so please say how to slove these problem.

i am useing winxp sp2.

Scan ur computer with a good Antivirus like Avast, Kaspersky or NOD32. Try scanning in Safe Mode.

One more thing, when using any web browser it is safe to keep Popups blocked.
