You have two options,
GIF creator: Use a GIF creator, club images into it, specify frame rate and time to suit your need. The output file will be in GIF format

SlideShow creator: Use a slide show creator like Picasa, load images, specify time and transition effects and save as a exe file.

I have to use it in a website, so "exe" would be a problem. Do u have any gif creator which is easy to use?

You can use Javascript to create a quick slide show of images which will look like an animation. For best results, pre-load the images.

There are many GIF creators on net.
One of the best is Active GIF Creator 2.23
