Default how to allocate permissions for users?

I want to know how to do this-

I want to install windows xp professional, where I am the administrator with all previlages,
my hdd will divided into partitions of say 10gb each, now suppose I add to users, and allocate a hdd partition to user, he or she should have his or her partition for use acording to his or her need, when he or she is logged other drives should not be visible and the user should be able to use only those programmes permitted to use,

and a guest user for any body to use, who will have no access to any drives ie guest cannot open and see the drives and guest can use some programmes like office and limited internet browsing etc.,

except for me no one can install or un install or do any changes to the system.

please guide me.

You can instead do Quota work, one partiton and set quota for individual users on how much of space they can use. For quotas you need NTFS, and look into the properties of any partition.

About the guest one, I guess the XP's default guest system gives half your needs, but I dont really like trying out a slave environment, and I dont have much info on that
