dialup promlem(WLL)

i have cdma digital wireless handset(curitel hyundai)(DX-22B) from BSNL(TARANG) i had connted by handset to my pc by a data cable on seriall port.i did configured it as my second modem.(first one is on PCI SLOT). WHEN i do enquire my modem..it do replying back.
i did set my modem on data mode n try to dialup.but then its not responding...
i tried both tone as well pulse mode dialling..
