It is a matter of interpretation, I suppose web programming is part of web designing. For web programming there are many server side scripts, like ASP, PHP, Cold Fusion, Perl, JSP etc. If you want to learn one language then you should go for PHP. Want to learn one more then go for ASP.

Flash based would be an option but even that will have scripts.
Web designers not wanting to go into php can stick to html/css coding, but your site will lack interaction with visitors.
1 other option would be to use forum software or phpnuke type software. Like thinkdigit.com forums uses vBulletin forum software.

You can just be designer if you want, infact for most of the websites there is no need of programming. To be a designer you must be perfect in
1) HTML
2) DHTML (CSS)
3) Javascript
4) Flash
5) Photoshop
6) Imageready
7) Frontpage
8 ) Dreamweaver

Actually, there are people in this field who only knows the designing part of it and there are people (like me ) who only know the programming part of it. And there are people who know both.

But usually, one type of people take help of another type of people and get the work done. For example, I always take help of a professional visualiser to give custom templates to clients. So I really don't feel any need to urge photoshop/gimp or upgrade my skills in that area.
