In Norton SystemWorks 2003, there was a tool called Norton Protection which can give extra protection after Shift+Delete. However it can not retain 10GB data if you previously did not extend your Recycle Bin size above 10GB.

In your particular case you need PC Inspector File Recovery. Don't install anything in the partition from where you deleted the 10 GB file and do minimum Computer activity after file delete. Chance of recovery increases if you regularly defragment your Hard Doisc. Good Luck!
