Get a dual core based comp with 945 chipset and it should suffice more than he requires.

Typically, you should wait until after Vista releases. At least that's what I'm doing. Prices will come down a fair bit once Vista releases.

@pathiks

Two reasons. One, prices are cheaper after christmas, because retailers want to get rid of their merchandise. Two, once vista hits the market, and its requirements are known for certain, manufacturers can produce what is required and lower prices.

I think it is better to wait for one month. Because Intel's Conroe (Core 2 Duo) has hit the market. within a month it will be available from your local dealer and it outperforms a similar AMD X2.
At present I think, this is a good configuration - you can sacrifice the graphics card with a lower priced one to fit in your budget.

DUAL Core AMD X2 - 3800 939 Socket 8400
ASUS A8N-SLI M/B 6600
1 GB DDR 400 5500
160 GB Serial ATA 3000
256 MB GF 7600 GX DDR3 7300
Liteon 16x DVD 2200
I-BALL BENZ Cabinet 1600
Samtron 17" Flat 793DF 6400
Logitech Mouse & MM Keyboard 1000
APC 650VA 2900
Creative 2.1 speakers 2000
Total 47000
