Default Resource Conflict

My acer 4060 travelmate notebook is showing this error during boot up

Resource Conflict - PCI Network Controller on Motherboard

Bus : 06 Device : 04 Function : 00

Will formatting the hard drive and reinstalling windows solve the problem?

Is it a software problem or hardware one?

Looks hardware, see the Device manager if some device is unrecognized/ has driver faults ?
