My Pc Starts on second attempt only.

->well when I start my PC after that Bios' beep sound it says "boot disk failure, Pls insert proper disk and restart.
But i restart without doing anything and it starts properly and i enjoy it as i am doing now since many Hrs.
but now suppose i need to restart my PC, and I press the restart option from shut down Dialog Box, the Pc wikk wikk start properly inthe first restart only.
But instead, If i do shutdown and wait for 2-3 mins and again start my PC the problem is same as arrow, and then again works fine on the next restart.
Pls Provide solution for this.
Now I tell u when this prob started from
previously I was having Win98 in C: and Win XP in D:
So i simply inserted Win XP bootable disk, and in the recovery console I did format C: and then format D:
it was done.
then first i did sys C: and then sys D:
then i restarted my PC with the same CD and did Win XP setup in C: drive.
since then this problem has started.
PC config:Intel celeron(R) CPU 2.06 Ghz, 256 Mb DDR Ram,

Hey Is there no one to solve my Prob? Or not clear with my prob.
