As far as I know digitiser is used to digitize maps in GIS. (Geographical Information System). It comrises of a table like device with a mouse like thing used with a pc.

It was about six years back when I was deputed to attend a week long training when our department started its GIS wing that I had a chance to use it along with the SW "Archinfo"

Digitizer is also known as graphics tablet and is used for "digitizing" or sketching.

Best ones come from the stable of wacom.
