cannot capture picture in tv tuner card

I have techcom tv tuner card. win xp, 512md ddr,
for few months i was able to captur picture smoothly by tvtuner.
but after formating the comp i am not able to do so. whenevre i try to record it gives me massage cannot start record. i tried to change the formate and foud that i was able to record in only avi formate that also at very low frame rate. my tv tuner support mp2,mp4 and others. i alsotried buy installing codec,reinstaling sdriver,tvtuner software,direc x latest.
what is the prob????????

make sure that the wires are connected correctly tp cpu and whihc software are you using for tv tuner.
