No MPEG-4 and AAC are not the same.

See the following links ::
[for mp4]http://en.wikipedia.org/wiki/MP4

[for AAC]http://en.wikipedia.org/wiki/Advanced_Audio_Coding

For your second query,
the best mp3 to mp4 converter is the dbpowerAMP, download it from ::
http://www.dbpoweramp.com/dmc.htm

I think Quick Time Pro is a better converter for converting mp3's into mp4 or AAC.....Nero's converter(Nero Media Player) is also a good option for converting files...

Yeah, QuickTime Professional is the best one. But you have to buy it to use it!!
AAC gives the best sound quality. Apple uses it in Mac OS. Beware most DVD
players in India can't play AAC file format!!! You can also encode the MP3 files
at a higher bit rate (that increases the file size & also gives better audio quality.

But QuickTime Pro is not a freeware and its a rather hefty download, whereas dbpowerAMP is a mere 2.1Mb download and it does all the job which any other highend converter can do.

Main use of AAC/MP4 Audio are
1) Quality audio at lower bitrates (Similiar to 320kbps MP3 Format)
2) Improved audio quality at higher bitrates (Better than 320kbps MP3 Format)

For encoding the best option is nero 6 or 7 ultra edition
If you are planning to hear MP4 in mobile phones nero is'nt a good option,go for Imtoo 3gp converter (http://www.imtoo.com/3gp-video-converter.html)

If you have a Nokia phone which supports music playback, the Transfer music app in PC Suite 6.8 is really good.
