Don't go by athlon is dead and all that. For your budget of Rs.30000, I think the following config will be the best bang for the buck.

SATA,RAID,gigabit lan,bluetooth)

Samsung Syncmaster 17" -Rs.5800
Seagate Barracuda 80 GB PATA -Rs.3100
Kingston 256*2 MB,PC3200 -Rs.4000
GF4 FX5200 Based GC -Rs.3500
KB+Optical mouse -Rs. 600
Lite-onCDRW/DVD combo drive -Rs.3000
A good cabinet+PS(min 350 Watt)-Rs.1500
+ case cooling fan
Sony FDD -Rs. 300
Krypton Internal Modem -Rs. 300
Total -Rs. 32500
