As Anuj rightly suggested that 'Blogger' would be the right place to start with blogging if you are new to it. Though, Wordpress has much better features, interface and customizability you might find it difficult to use in the beginning which may result in your lose of interest in blogging. The best part being latest version of Wordpress supports the importing of your content from Blogger so you won't have to worry about losing your data while shifting.
What I'd personally suggest is to go to Wordpress.com, get a blog and try using it. If you are comfortable, well and good. But if you find it difficult go to blogger, look around, get familiar and post a few blogposts. Later if you find blogging is your type of stuff and you spend more time blogging around than any other activity on the Internet you might want to buy some webspace and a domain and manually install a much more customizable blogging software, Wordpress from
www.wordpress.org.
