AS far as I know ie7 isn't supported on windows 2000. Its can only be used with XP and later versions of windows. If it isn't supported you cannot do anything to install it.

IE7 Beta 2 Preview is supposed to be supported on Windows 2000; Windows 95; Windows 98; Windows ME; Windows XP systems... as per http://www.microsoft.com/downloads/d...DisplayLang=en website... But there are blogs indicating IE7 wont be available for Win2k... as available at http://blogs.msdn.com/ie/archive/2005/05/27/422721.aspx
