Default DVD 2 VCD .Slowest & fastest . VOB 2 DVD

Hello,
1 . Can u guys suggest some very fast DVD2VCD converter . No botheration of quality as long as what is being played can be recognised. Like , after ramayana , one shud not ask if it was mahabharatha . But one can ask who was rama and lakshmana !!! Implying , absolutely no care for quality , a very very fast converter .

2. And on the other side , the best converter , as high in quality as possible .No problem if it takes 4hrs to rip 1hr of DVD2VCD ( i hr of VCD format is written ) . If possible, if it can give more options about the quality control or filters used etcc. it wud be more better.

Also, it wud be better if it can give an option of converting to VCD pal or ntsc . if not , i think pal is more common in india . so , pal wud be preferred .

PLz give ur opinions . Even i can just google and find out . But I want to know wat most of u guys use and prefer .
This wud really help me and many others as well . It simply saves a lot of time . I also know that there's a topic in the tutorial section for this . But it is not aimed at DVD2VCD conversion precisely . it aims dvd9 to dvd 5.
Also , quality is top priority there . Here , i wud like both Good(slow) and bad(fast) quality. If there's some good , middle type one that offers both . It wud be the best rocker.

Hey , no one satisfactorily answered my question on creating ifo's OR writing VOB to a DVD as it is (no conversion , all resolution mathces , i just dont have the ifos), but it shud be playable in simple DVD player . Any comments ?
PS ; ifoedit didnt work . it said "no vob unit in vob"

Last but not the least , can u guys suggest some DVD authoring soft that can cram 3-4 movies in one DVD ?(obviosly , quality doesnt matter here)

I hope i'm not asking for too much . I hope i dint waste ur time .
THnaks a lot in advance.

i think , i can rite my choice also.
i use DVDx for good quality vonversion.
it is quite slow ( i feel so ). it takes about 50 mins on my system and best settings to do 74min of VCD vedio from any DVD .

for speed . i use power producer . it is fast , below avg . quality . it takes about 15 mins to rite 70 mins of VCD vedio form DVD . but its a bother. if i add a DVD , it first copies it to HDD . then i hav to rite the image . and then copy the VCD files.
so it takes abt 20-25mins job in total.
